The Brief

Turning data into a movement

CISD came to GX Media House with a challenge that sits at the intersection of fiscal policy and social justice: how do you make budget numbers — trillions of naira, debt ratios, per capita allocations — land emotionally with ordinary Nigerians?

They had the research. They had the data. What they needed was design that could translate dry fiscal statistics into urgent, shareable, undeniable visual narratives — the kind that stop thumbs mid-scroll and make people feel the weight of what the numbers actually mean.

We were tasked with three related but distinct bodies of work: a technical infographic series on Nigeria's 2026 budget and debt trajectory; a full-length visual campaign on the education and gender equity crisis driven by fiscal neglect; and a 28-page research report on the sustainability of Nigeria's debt-to-revenue ratio — designed from cover to conclusion.

What We Created

Three campaigns. One urgent story.

01

Proposed 2026 Budget Analysis & Debt Management

A 7-part infographic series revealing Nigeria's fiscal reality
Infographic Series

This series tackled one of the most complex challenges in public communication: making macroeconomic data feel personal. Across seven charts, we translated Nigeria's debt crisis from abstract statistics into visceral visual comparisons — debt servicing against health and education, fiscal chokehold over revenue, debt-to-GDP breach into crisis territory, budget implementation gaps, per capita allocation failures, total debt growth trajectory, and the hidden cost of naira depreciation.

Each graphic was designed to function as a standalone social media asset while building towards a coherent narrative across the full series. CISD's brand palette — deep navy, institutional blue, and crisis red — was applied with precision to signal severity without sensationalism.

Infographics Delivered

  • Debt Servicing vs Social Services — The Crowding-Out Effect
  • Fiscal Chokehold Analysis — Debt-Service-to-Revenue Ratio
  • Nigeria's Debt-to-GDP Ratio: Breaching All Thresholds
  • The Implementation Gap: Budget vs Actual Utilisation
  • Per Capita Allocation — "How much per Nigerian?"
  • Total Public Debt Growth 2020–2024 (340% rise)
  • Naira Depreciation & Exchange Rate-Induced Debt Costs
02

Nine Million Empty Desks

A 12-page visual campaign on girls' education and fiscal neglect
Campaign Design

"Nine Million Empty Desks" is CISD's landmark report on the nine million out-of-school girls in Nigeria — a crisis at the intersection of debt, gender inequality, poverty, and institutional failure. GX designed the entire visual experience: from the arresting opening illustration of a girl walking past a school compound, through data-heavy sections on the scale of the crisis and its root causes, to the policy recommendations and closing call to action.

The design challenge was to hold two registers simultaneously — emotionally urgent and analytically credible. We achieved this through a deliberate visual grammar: stark typographic pull-quotes anchored by large red numerals, paired with restrained body text on soft grey panels, and illustrated narrative pages that placed human stories at the centre of statistical arguments.

Pages Designed

  • Cover — "Nine Million Empty Desks" (illustration + CISD branding)
  • Opening narrative spread — "Multiply her story by nine million"
  • Crisis framing — "A Crisis We Can No Longer Pretend Is Invisible"
  • Statistical deep-dive — Scale of out-of-school girls (49%, NW/NE)
  • Root causes — Child marriage, insecurity, poverty, gender norms
  • Budget analysis — "The Numbers Tell a Brutal Story About Our Priorities"
  • Budget execution failure — "When Budget Promises Vanish"
  • Debt-education nexus — "How Debt Is Quietly Stealing Girls' Futures"
  • Policy recommendations — "What Change Would Actually Look Like"
  • Closing spread — "The Question Nigeria Must Answer"
03

The Fiscal Tightrope

A 28-page research report on Nigeria's N58.18 trillion "Budget of Consolidation" and debt sustainability
Research Report

"The Fiscal Tightrope" is CISD's most ambitious publication to date — a full-length analytical report examining the sustainability of Nigeria's debt-to-revenue ratio against the backdrop of the 2026 federal budget. GX Media House handled the entire visual production: a bold illustrated cover featuring the iconic budget-bag-on-a-tightrope metaphor, nine chapter opener pages, all eight data visualisations (treemap, line charts, bar charts, the debt explosion timeline), formatted data tables, and the closing conclusion spread.

The design brief required a format that could hold two audiences simultaneously — policy-literate readers who needed analytical depth, and general citizens who needed accessible entry points. We achieved this through a layered typographic system: oversized naira figures as section anchors, plain-language callout boxes embedded within technical chapters, and a consistent yellow-and-navy colour story drawn from the report's central metaphor of precarious balance. The result is a document that reads as serious scholarship without losing the urgency of public advocacy.

Report Sections Designed

Design Approach

The visual strategy behind the work

01

Data as Storytelling

Every chart was designed not just to display data accurately but to communicate a feeling. The scale of the debt bar against the tiny education allocation is not accidental — it is meant to be viscerally uncomfortable. We engineered the emotional response first, then built technically accurate visualisations around it.

02

Dual-Register Design

The "Nine Million Empty Desks" campaign had to function simultaneously as an emotionally urgent advocacy piece and a credible policy document. We achieved this through deliberate contrast — stark, oversized pull-quote numerals on clean backgrounds, alongside restrained body text in soft grey panels that never undermined the analytical rigour.

03

Brand Discipline at Scale

Across 19 distinct design assets (7 infographics + 12 campaign pages), CISD's institutional palette — deep navy, crisis red, and institutional blue — had to remain coherent while each piece stood independently as a shareable asset. We built a modular design system that ensured visual consistency without uniformity.

04

Social-First Formatting

All infographics were produced to perform as standalone social media assets — square-formatted, with key statistics large enough to read at thumbnail size. The goal was that a single graphic, seen in a Twitter/X feed or WhatsApp forward, would communicate its core message even without caption text.

05

Crisis Colour as Argument

We used the CISD red sparingly but deliberately. It appears only on debt figures, on crisis-zone labels, and in the final closing spread of the girls' campaign. By the time a reader encounters the closing "The Question Nigeria Must Answer" page in full red, the colour has been primed to signal irreversible moral urgency.

06

Human-to-Number Translation

The opening of "Nine Million Empty Desks" begins with one girl on a dusty road — not a chart. We insisted on this sequencing: anchor in the human, then reveal the statistics. This structure ensured that by the time readers encountered the fiscal data, they were reading numbers as people, not spreadsheet rows.

📢

Credited Creative Partner

The Fiscal Tightrope credits GX Media House as Data Visualisation & Creative Development partner — the first time CISD's flagship publication named an external creative studio, marking GX as the organisation's primary visual communications partner.

🎯

Brand Coherence Across Series

Despite the volume and variety of assets, every piece reads unmistakably as CISD — building institutional recognition and visual trust that positions the organisation as a credible, professional voice on Nigeria's fiscal future.

🔗

Ongoing Creative Partnership

The CISD-GX relationship continues beyond these projects. GX Media House serves as CISD's primary design and communications partner — translating research into public-facing visual content across reports, campaigns, and advocacy materials.

✊

Design in Service of Justice

This body of work reflects GX Media House's commitment to creative work that carries social purpose. We don't just make things look good — we make arguments visible, and we make power structures accountable to the people they affect.

"GX didn't just design our infographics — they understood what we were trying to say and made the data speak. The crowding-out chart alone became the most-shared piece CISD has ever produced."
